## About the Role
BEC Arabia is seeking a seasoned **Program Director** to join our Management Office in Riyadh and lead the execution of some of the Kingdom's most ambitious construction and infrastructure projects. As a key member of our leadership team, you will oversee large-scale, multi-disciplinary programs aligned with Saudi Vision 2030, including giga-projects, smart cities, and critical infrastructure developments. This role is pivotal to ensuring that BEC Arabia delivers on its commitment to excellence, innovation, and sustainability.

In this role, you will manage cross-functional teams, coordinate with high-profile clients such as NEOM, Saudi Aramco, and the Public Investment Fund, and ensure that projects are delivered on time, within budget, and to the highest quality standards. Your day-to-day activities will include strategic planning, stakeholder engagement, risk management, and performance monitoring. ## Key Responsibilities
- **Lead** the planning, execution, and delivery of large-scale construction and infrastructure programs, ensuring alignment with organizational objectives and client expectations.
- **Develop** comprehensive program management plans, including scope, schedule, budget, and resource allocation.
- **Coordinate** with internal departments, external consultants, contractors, and government entities to ensure seamless program execution.
- **Monitor** program performance using KPIs and dashboards, ensuring timely reporting to stakeholders and executive leadership.
- **Ensure** compliance with Saudi Building Code (SBC), Saudi Labor Law, and all relevant safety and quality standards, including ISO 9001, ISO 14001, and ISO 45001.
- **Manage** risks proactively by identifying potential issues, developing mitigation strategies, and implementing corrective actions.
- **Foster** strong relationships with clients, ensuring their needs are met and expectations exceeded.
- **Oversee** contract negotiations, procurement processes, and vendor management to ensure cost-effectiveness and quality.
- **Drive** innovation by promoting the adoption of digital construction tools such as BIM and Primavera P6.
- **Mentor** and develop team members, fostering a culture of excellence, collaboration, and continuous improvement.
- **Ensure** adherence to Saudization (Nitaqat) requirements and support the professional development of Saudi nationals within the team.

## Required Qualifications
- **Bachelor of Science in Civil Engineering, Construction Management, or a related field**.
- **15+ years of experience** in program or project management within the construction or infrastructure sectors, with at least 5 years in a leadership role.
- **Professional certifications** such as PMP, PgMP, or equivalent.
- Proven expertise in managing multi-billion-dollar programs with complex stakeholder environments.
- Proficiency in **Primavera P6**, BIM tools, and other project management software.
- Familiarity with Saudi Building Code (SBC) and compliance with Saudi Labor Law.
- Registration with the **Saudi Council of Engineers (SCE)**.

## Preferred Qualifications
- **Master’s degree** in Engineering, Business Administration, or a related field.
- Experience working on Saudi Vision 2030 giga-projects or similar large-scale initiatives.
- Certification in **LEED, Mostadam, or Estidama** for sustainable building practices.
- Knowledge of ARAMCO or SABIC standards for infrastructure projects.
- Fluency in both English and Arabic.

## Working Conditions
- **Location:** Riyadh, Saudi Arabia, with occasional travel to project sites across the Kingdom.
- **Environment:** Primarily office-based with regular visits to construction sites.
- **Travel:** Regional travel may be required to coordinate with stakeholders and inspect project progress.
- **Safety:** Compliance with PPE requirements and adherence to strict safety protocols on-site.
- **Climate:** Exposure to hot and arid conditions during site visits.
