Central Bank of Oman is seeking to recruit competent, committed, self-motivated and enthusiastic an Omani candidate to work as Program Manager.Role Purpose:
The Program Manager – National Fintech Strategy Implementation is responsible for the central coordination, oversight, monitoring, and reporting of the implementation of the National Strategy across relevant internal departments, government entities, and external stakeholders.
The role will provide a central Program Management Office (PMO) function, ensuring that strategic initiatives and deliverables are implemented in accordance with approved timelines, responsibilities, milestones, KPIs, and governance requirements.
The Program Manager will not replace the accountability of entities responsible for individual deliverables. The role will ensure effective coordination, visibility, accountability, dependency management, risk management, and escalation across the overall Strategy.
Key Responsibilities:
1.Implementation Coordination
• Coordinate the implementation and execution of the National Fintech Strategy across all relevant stakeholders, including government entities, regulators, and external stakeholders.
• Translate strategic objectives and tactical plans into structured workplans, timelines, and ownership assignments for each initiative.
• Act as the central point of coordination between workstream leads, ensuring interdependencies between initiatives are identified and actively managed.
2 .Program Planning & Portfolio Management
• Develop, maintain, and continuously update the integrated implementation roadmap for the National Fintech Strategy.
• Maintain a consolidated portfolio of all strategic initiatives, projects, and deliverables.
• Ensure each deliverable has clearly defined ownership, timelines, milestones, KPIs, dependencies, and expected outcomes.
• Maintain standardized deliverable/project cards and implementation plans.
• Coordinate annual and quarterly implementation priorities across the Strategy.
• Ensure alignment between interconnected initiatives and participating entities.
3. Progress Monitoring & Delivery Assurance
• Monitor the progress of strategic initiatives against agreed milestones, ensuring timely delivery and early identification of delays.
• Establish a structured progress-tracking mechanism (e.g., milestone tracker) applied consistently across all initiatives and workstreams.
• Escalate delivery concerns to taskforce leadership promptly, with clear recommendations for corrective action.
• Identify delayed, at-risk, and off-track deliverables at an early stage.
4. KPI Tracking & Performance Reporting
• Track and report on key performance indicators (KPIs) and strategic outcomes across all initiatives within the national fintech strategy.
• Maintain a consolidated KPI dashboard reflecting real-time or near-real-time progress against strategic targets.
• Analyse performance trends and flag areas of underperformance or risk to strategic outcomes for leadership attention.
5. Executive Reporting & Governance Support
• Prepare executive dashboards, progress reports, and briefing materials for the national taskforce and senior stakeholders.
• Support governance processes, including preparation of meeting agendas, materials, minutes, and action trackers for taskforce and steering committee meetings.
• Ensure follow-through on agreed actions by maintaining a live action-tracking log and proactively following up with action owners.
• Coordinate the scheduling, logistics, and documentation of taskforce governance forums (steering committees, working groups, leadership briefings).
6. Stakeholder Coordination & Communication
• Facilitate coordination and communication among participating entities to ensure alignment on priorities, timelines, and interdependencies.
• Serve as the primary operational liaison between the taskforce and workstream owners across different government and institutional stakeholders.
• Ensure consistent, timely communication of programme status, decisions, and requirements to all relevant stakeholders.
• Coordinate workshops, implementation meetings, working groups, and stakeholder discussions.
• Ensure clear communication of responsibilities, deadlines, dependencies, and decisions.
• Follow up on stakeholder commitments and agreed actions.
7. Risk & Issue Management
• Identify implementation risks, issues, and dependencies across the strategy's initiatives, and propose practical mitigation measures.
• Maintain a live risk and issue register, with clear ownership, mitigation status, and escalation paths.
• Conduct periodic risk reviews with workstream leads and taskforce leadership to reassess exposure and adjust mitigation plans.
8. Documentation & Programme Management Support
• Ensure accurate, complete, and timely documentation and reporting across all aspects of the programme.
• Maintain a structured programme repository (plans, decisions, minutes, risk logs, KPI data) accessible to relevant stakeholders.
• Provide overall programme management support to the taskforce, including scheduling, resource coordination, and administrative oversight of the strategy's delivery lifecycle.
• Support the continuous improvement of programme management tools, templates, and processes used across the taskforce.
• Prepare consolidated monthly, quarterly, annual, and ad-hoc progress reports
• Develop executive dashboards highlighting overall progress, achievements, upcoming priorities, delays, risks, KPIs, and decisions required.
• Provide management with early visibility of emerging implementation challenges.
• Prepare briefing materials for senior management and relevant governance committees.
• Ensure reported information is accurate, consistent, timely, and supported by appropriate evidence
Qualifications & Experience:
-Bachelor's degree in Business Administration, Project Management, Finance, Public Administration, or a related field; a Master's degree is an advantage.
-Minimum 6-8 years of experience in project or programme management, ideally supporting national strategies, government taskforces, or large-scale, multi-stakeholder transformation programmes.
